GMO Moratorium: The way forward for Europe

The participants of the 5th European Conference of GMO-Free Regions "Food and Democracy" call for an EU-wide moratorium on the authorization and the commercial planting of genetically modified organisms (GMOs). In the wake of six EU member states banning the planting of MON810 and in light of the rapid increase in GMO-free regions in Europe, there has never been a better moment for a moratorium than now.

This moratorium should be used to:

- rethink EU legislation and strengthen regional self-determination;

- redefine risk assessment according to the precautionary principle while considering socio-economic impacts; and

- support GMO-free, diverse agriculture and ensure food sovereignty.

We call upon agro-chemical companies to no longer abuse the problem of world hunger in order to justify the introduction of GMOs. Practical experience belies this misleading propaganda, which we consider to be false and unethical.

The participants of the 5th European Conference of GMO-Free Regions conclude in the closing session of "Food and Democracy" that:

- GMO-free agriculture and food are in accordance with the will of the majority of citizens in Europe; and

- sustainable food production which eschews the use of genetic engineering is the best strategy for farmers and consumers, both today and tomorrow.

We are grateful to the citizens of Switzerland, who point the way for all of Europe with their democratic decision to instate a moratorium on the cultivation of GMOs.

This final declaration was adopted by the 250 participants from 28 countries.

Gentech-Moratorium: Der Weg für Europa

Die Teilnehmenden der 5. Europäischen Konferenz der gentechnikfreien Regionen "Food and Democracy" fordern ein EU-weites Moratorium für die Zulassung und den kommerziellen Anbau von gentechnisch veränderten Organismen (GVO . Heute - nachdem sechs EU-Mitgliedstaaten den Anbau von MON810 verbieten und angesichts der rasanten Zunahme gentechnikfreier Regionen in ganz Europa - ist der Augenblick für ein Moratorium so günstig wie noch nie.

Das Moratorium soll genutzt werden:

- um die EU-Gesetzgebung zu überdenken und die regionale Selbstbestimmung zu stärken.

- um die Risikobeurteilung im Sinne des Vorsorgeprinzips neu festzulegen. Dabei sind auch sozio-ökonomische Auswirkungen einzubeziehen.

- um eine gentechnikfreie und vielfältige Landwirtschaft zu fördern und die Ernährungssouveränität sicher zu stellen.

Wir rufen die Agro-Gentechnik-Konzerne auf, das Hungerproblem nicht länger zu missbrauchen, um die Einführung von GVO zu rechtfertigen. Diese irreführende Propaganda ist durch alle praktische Erfahrung widerlegt. Wir halten sie daher für falsch und unethisch.

Die Teilnehmenden der 5. Europäischen Konferenz der gentechnikfreien Regionen stellen am Ende der Tagung zu "Food and Democracy" fest:

- Gentechnikfreie Landwirtschaft und Lebensmittel entsprechen dem Willen der Bevölkerungsmehrheit in Europa

- Für Europas Bauern und Bäuerinnen, Konsumentinnen und Konsumenten ist die nachhaltige Nahrungserzeugung ohne Gentechnik die Strategie für heute und morgen.

Wir danken den Schweizer Bürgerinnen und Bürgern, die uns mit ihrer demokratischen Entscheidung für ein Anbau-Moratorium den Weg für ganz Europa aufzeigen.

Les participants ŕ la 5čme Conférence Européenne des Régions sans OGM, "Alimentation et Démocratie", appellent ŕ un moratoire européen sur l'autorisation et la culture commerciale d'organismes génétiquement modifiés (OGM). Dans le sillage des six états membres de l'Union Européenne (UE) interdisant le MON 810 ŕ la culture et ŕ la lumičre de l'augmentation rapide du nombre de régions sans OGM en Europe, il n'y a jamais eu de meilleur moment que maintenant pour déclarer un moratoire.

Ce moratoire devrait ętre utilisé pour:

- repenser la législation européenne et renforcer l'autodétermination régionale;

- redéfinir l'évaluation des risques selon le principe de précaution, tout en considérant les impacts socio-économiques ; et

- soutenir l'agriculture sans OGM et l'agrobiodiversité et assurer la souveraineté alimentaire.

Nous appelons les entreprises agro-chimiques ŕ ne plus utiliser abusivement le problčme de la faim dans le monde pour justifier l'introduction des OGM. L'expérience pratique dément cette propagande trompeuse, que nous considérons ętre fausse et contraire ŕ l'éthique.

Les participants ŕ la 5éme Conférence Européenne des Régions sans OGM, "Alimentation et Démocratie", concluent lors de la séance finale de que:

- l'agriculture et l'alimentation sans OGM sont en accord avec la volonté de la majorité des citoyens en Europe, et

- la production alimentaire durable qui évite l'utilisation du génie génétique est la meilleure stratégie pour les agriculteurs et les consommateurs, ŕ la fois aujourd'hui et demain.

Nous sommes reconnaissants aux citoyens de la Suisse, qui ont ouvert la voie pour l'ensemble de l'Europe, avec leur décision démocratique d'instituer un moratoire sur la culture des OGM.

Cette derničre déclaration a été adoptée par les 250 participants venus de 28 pays.

The participants of the 5th European Conference of GMO-Free Regions "Food and Democracy" call for an EU-wide moratorium on the authorization and the commercial planting of genetically modified organisms (GMOs). We are posting these questions on several websites and will be pleased to publish your responses. This will give you the chance to reach a wider audience and enable concerned citizens to better understand your position. Thank you for your participation.

a) showing European competitiveness criteria will be better met by biotechnologies' prospects?

b) concerning the mid-term and long-term performance of GMO and their effects on other crops, the environment and human/animal health?

Dear Friends

Below you find a copy of ICPPC's letter (*.doc) sent to all members of the EP Agricultural Committee in which we call for a complete rejection of the MOTION FOR A EUROPEAN PARLIAMENT RESOLUTION on Biotechnology: Prospects and Challenges for Agriculture in Europe (2006/2059(INI)) . The document, recommending a major move to GM technology will be debated on Tuesday Nov 21st and any 'correction' made on Friday 27^th Nov.

IT IS VITAL that as many of us as possible UNIFY in a call for the COMPLETE rejection of this unbelievably biased GM submission.

Please SEND TO-DAY (21^st Novembert till 14:00) similar letters to Mr Wojciechowski, the Polish vice chairman of this committee and to your MEPs on the EP Agricultural Committee.

Our efforts to secure the 364 votes needed to pass the 'Declaration 14/2006' in the European Parliament failed to achieve enough support to become officially accepted. At the point of the deadline, June 16th, 208 MEP's had signed the statement. This is a good result, judging by other organisations' attempts to use this 'written declaration' form of lobbying. The average number of signatures collected for other attempts to pass declarations during 2006 was 99... and they were not as controversial as ours.

!!!We believe that the effect of the intensive lobbying was not wasted!!! Many more MEP's are now aware of this issue. Some MEP responses demonstrated a clear commitment to keeping GMO's out of their countries, but others showed an extraordinary lack of awareness and responsibility!!!

So, we are disappointed, but not unduly discouraged. We want to send a big THANK YOU to all those who put so much positive energy into this lobbying. We also want to make sure that we maintain our working connection and continue to fight together to free Europe from GMO's!!!
We should continue to build and expand our pan - European alliance in order to have ever greater strength in the battles to come !!!
